hollywood boulevard. and of course you can watch tonight's episode of jimmy kimmel here on abc 7 at 11:35 after abc 7 news at 11:00. >> to developing news. a torso washed up by old bay bridge. oakland police say a worker spotted it on lunch break today. the torso floating near the rocks near the road not far from toll plaza. take a look at video from sky 7. police say the contractor was taking pictures of the bridge and bay when he looked down and saw the torso on the rocks. it was partially clothed. >> looking at a young male. don't know the race at this time. the torsos is decome posed. sitting in the water a month. maybe a longer. we do not expect tight have any impact with the regard to bringing down of the old bay bridge. that process will continue.

[ inaudible ] >> police say the coroner saw no signs of trauma. >> chp is investigating a freeway shooting in the east bay. happened at about 9:15 last night. eastbound 80 before highway 4 in hercules. you can see on this map. one man was shot in the leg taken to the hospital. he was driving a red car that had bullet holes on the driver's side. the second silver car appears to have had a window shattered by a stray built. no one in the car was hurt. the chp says the gunman drove off. this its at least the seventh car to car shooting in the area of i-80. highway 4 since november. abc 7 news reporter, live with an unprecedented action that five east bay mayors are asking the governor to take the deal with this. >> reporter: richmond one of five east bay cities making the call for help. it was the mayor of hercules who

initiated. five mayors will sign the letter and send it to sacramento. last night's shooting on i-80 prompted this. a letter on behalf of five east bay mayors to governor brown. the area is in crisis. one man was shot and taken to the hospital. the second window shattered by a bullet. the the mayors are asking brown to increase surveillance along the neighboring freeways. the cameras we have. like to have ability to record. currently they are monitors. the other thing would be, to have all of the on ramps and off ramps have cameras so we have ability to capture the license plates. >> recent leap a mother of four was fatdly shot on highway 4 in pittsburgh. the city council voted to spend $100,000 to buy cameras along that section of the highway.

pittsburgh shouldn't have to pay for cameras and ask the city to join them. 28 shootings on east bay freeways since november 2015. it is a freeway we use every day. and scary to think it's so close to home. >> getting hectic. people have families they have to get home to. who knows what it is about. >> roamro and law enforcement are sure gangs are responsible for the shootings. >> apparently the gang members are smarter than we think they are. they have decided to take their shootings on to the freeway because they there is no shot locator or documenting. >> mayors say up to the state to come up with funding for the project. >> there are new questions tonight about the deadly train accident that killed a mother and her toddler yesterday afternoon in san leandro. some are wondering whether construction in the area of washington avenue contributed to the crash. abc 7 news reporter, laura anthony live with the story.

>> reporter: yesterday, testing a gas pipeline. so they had one of the lanes behind me closed off to traffic. they also had -- a traffic plan that was signed off on by the city. but still some wonder if more could have been done to keep cars off of the tracks. one day after losing two family members to a train accident here, juan calimnaro came to place flowers and wondered if somehow this could have been prevented. >> they should have had more security on the tracks. because people come and go. and there's, you know -- vanessa and her 3-year-old daughter sade were killed tuesday afternoon. when an amtrak train plowed into their suv on washington avenue and san leandro. pg & e crew working in the area and had signs out funneling traffic to one lane past the crossing. the suv was backed up in traffic. its front end apparently on the

tracks when the crossing gates lowered. >> there were cars on the track. >> this woman was stopped in nearly the same spot just two hours earlier. >> honestly, this, before this crash even. i just had that feeling like -- this is bad. you know you really have to be on your toes to not get caught on the tracks. >> according to san leandro police. pg & e had a permit. a city inspector signed off on utilities traffic management plan. pg & e, offered condolences and issued the statement. while the incident is currently under investigation by local authorities at this point this incident doesn't appear to be directly related to any pg and aechbltd woe work in the area. >> we wonder if it could have been prevented. we'll take a look at traffic management plan. how things go on from here on out and we are dealing with construction projects and in the area of the railways. and the family was planning a trip to hawaii. now, they're planning a funeral.

in san leandro. laura anthony, abc 7 news. >> the man police say set fire to a house with his son inside is under arrest. he turned himself into richmond police this morning. police have been searching for him since sunday's fatal fire. his 5-year-old son, de leon died in the fire. the boy's mother suffered burns in critical condition in the hospital. a 13-year-old boy suffered minor burns. take a good look here. fire fighters used a drone to survey damage at a stripmall in santa clara this morning. flames gutted eight businesses of the dozen inside the rancho shopping center near lawrence express way. our reporter live at the scene with a look. the lives have changed as a result of this tragedy? >> reporter: good afternoon, dan. just less than an hour ago, a portion of this area behind us on the roof caught fire. crews from santa clara county

fire got out of their trucks and their hoses doused this. this was a mall filled with small businesses. eight of them burned early this morning. eight people now looking for a new livelihood. in the shopping center the line dividing business that burned and those that survived is wet, charred and smoking. >> all their hard work is -- up in smoke. devastating. >> the early morning five alarm fire lit up the sky and burned well past dawn. it appears to have begun in the front. it burned through eight businesses. she owned -- he owned a jewelry store over 30 years. the business owners waited behind yellow tape most of the day. >> i'm dying to get in. >> they tell you you can't go in. >> it's not safe. >> donna, owns a dance studio on the fringe of the burnscape. >> i have costumes, sets. props, music. my first priority. get all that out so we can still

we are live over breaking news. sheriff's investigators say two people have been shot. over the scene at the end of fairway drive near marin country club off ignacio boulevard. police and marin county sheriffs deputies on the scene. looking at live picture from sky 7 hd. one of the victims taken to the hospital. we do not know the person's condition. investigators say a second gunshot victim was found on a

march, the plane landed in the bay area last march. >> this is interesting. a new report find california requires the third highest wage in the nation to afford a two bedroom apartment. >> just how much it takes to live here, kristen? >> a lot. california's minimum wage is $10 an hour. a fraction of what its needed to live here. statewide, a worker needs to make almost three times that amount in san francisco. it is more than four times that amount. renters need to earn at least $44 per hour to afford a two bedroom apartment in the city. but even that seems low. numbers come from the latest out of reach report prepared by low income housing coalition. actually no state in the country where a renter making federal minimum wage could afford a one bedroom apartment. the most expensive place for renting is hawaii. washington, d.c. second. california ranks third.

minutes ago. one of two were shot this afternoon has died. sky 7 hd at the scene, end of fairway, near the marin country club off ignacio boulevard. police are on scene. now, at least one of the victims has been transported to the hospital. we believe the second victim, victim's body is in the wooded grassy area up one of the roads. a second gunshot victim found on a hillside near an open space area. police say they may have identified three suspects. but aren't releasing any other details right now. we will continue to monitor this and bring you more information as we get it on air and on twitter at abc 7 news bay area where you can get our breaking news 24/7. >> tonight abc 7 news is learning more about the third suspect in the murder of a man. this third suspect is olivier

adella. >> vic lee has new details and a very revealing important document. >> reporter: mixed martial arts fighter. he had some success in the ring. this is the third murder suspect. olivier adella arrested last week. the day before tiffany lee and another were taken in by a s.w.a.t. team at her hillsboro mansion. prosecutors have not said what the alleged connection is to keith green. he is a mystery man, big and buff. seen with his wife. and on facebook he says, he is the new parents of a baby boy. adella works out of a 24 fitness club. people here did not want to go on camera. said he was nice, friendly. he lists himself as a limo operator. his business office turns out to be this po box in san bruno with mail inside. his bio says he is from ivory coast. and served with the french

foreign legion. the other two suspects, lee and bayat were in a relationship. kooelt gre keith green's former attorney said green and tiffany lee broke up last year. >> all began with keith discovering that tiffany had an affair with his friend cavi. that he caught them. abc 7 news obtained this document. a mutual separation agreement that lee asked green to sign in october. she offered him $4,000 a month, plus, a lump sum of $20,000 and range rover. in return she wanted green to move out of the mansion. which her wealthy chinese mother had bought her and resolve any financial claim he might have hat. a source says lee got angry when he refused to sign. keith green went missing. his body found two weeks ago in sonoma county with a bullet through his neck. vic lee, abc 7 news. >> a week long trip to asia has

president obama in japan now. one of the emerging success stories. bay area nonprofit is working with poor farmers in vietnam to get their valuable spice crop to market. >> abc 7s, cheryl jennings went beyond the head leans to learn more. hi, cheryl. >> some of the highly prized vietnamese pepper being sold here in california and could be on your table any day. this may look like any other spice being unloaded and headed for market, but the story behind this shipment involves america and vietnam. two countries now active partners in economic trade after a bitter war more than 40 years ago. a nonprofit called roots of peace in marin county in the middle of this particular bi business deal. their first ever, 29,000 pound shipment arrived in the bay area last fall. just four years after roots of peace experts began teaching

vietnamese farmers how to grow healthy pepper crops. the charity has commitments from several spice companies and is looking for investors. pepper crops bring in 10 times more money than other crops. so far, 2,000 farmers are enrolled in the roots of peace program and more want to join. >> a specialist for roots of peace. >> some farmer can buy -- motorbike. >> the pepper is grown in a former battle zone, contaminated with landmines. joined with the department of state and the group known as mag in a long term plan to demine
